Who May Report
Beneficiaries, parents, donors, partners, staff, volunteers, visitors and members of the public may raise a complaint or report suspected wrongdoing.
Matters That May Be Reported
Examples include safeguarding concerns, discrimination, harassment, fraud, theft, misuse of donations, conflicts of interest, retaliation, dishonest reporting, privacy breaches, unsafe conduct or failure to follow ministry procedures.
How to Report
Provide the date, location, people involved, what happened, available evidence and any immediate safety risk. Reports may be sent to the official ministry email. Doruka reports may also be made to Minister Nalongo Nakasiita Josephine. A person implicated in a complaint should not control its review.
Urgent Safeguarding or Criminal Matters
Immediate danger must be reported to the appropriate emergency, child-protection or law-enforcement authority. Internal reporting must not delay urgent protection.
Confidentiality and Anonymous Reports
Reports will be shared only with those who need the information to assess and respond. Anonymous reports may be considered, although missing contact information can limit investigation and follow-up.
Non-Retaliation
No person should suffer retaliation for raising a genuine concern in good faith. Knowingly false or malicious allegations may be treated as misconduct, but an unproven concern is not automatically malicious.
Procedure
- Acknowledge the report where contact details are available.
- Assess urgency, safeguarding and conflicts of interest.
- Preserve relevant records and appoint an impartial reviewer.
- Give affected persons a fair opportunity to respond where safe and appropriate.
- Record findings, decisions and corrective actions.
- Communicate an appropriate outcome while protecting confidential information.
Escalation
If the complaint concerns senior leadership or is not handled fairly, it should be escalated to an independent senior adviser, governing authority, partner or competent public authority as appropriate.
